Insulin injections are considered by many jurisdictions to be "skilled care" so they would need significant training/certification to be allowed

More information is needed. Where does she live, Independently, in a 'home' etc.? How often does she need it? Can you sister do the testing on her own?
Does she live in a large city, town or rural area?
