Do you mean AIC level? That's a broad range, you'd want to be much more in the middle of that. Or is this a level on a meter of some sort? Does she have a diabetes educator in the picture anywhere? The whole thing can be pretty complicated, depends on meds, diet, and activity. Plus some judgement calls need to be made on how tightly you want to try to control things, which in turn depends on how well she can sense or prevent hypoglycemia. I've joined the ADA to get their publication to give me more ideas for my mom and like it a great deal, but there is no one-size-fits-all solution. Quite a few people are trying lower carb diets and may get some benefit, but again, check with your doctors, nurses, dieticians, and educator as not everyone can tolerate that well enough.
