Looking into the possibility of a Guardianship for my Mom and my older brother. Advice?

I'm new here. My mother and older brother (possible autism or aspergers?) are living in a house that should be condemned. They are both hoarders with tons of stuff in the house. The house does not have proper running water, or gas for cooking and heat and it is falling down due to old age and termites. And there is also dog urine and feces. My mom has a lot of credit card debt that she feels is her duty in life to pay back regardless of what conditions she lives in. She only receives approx $950/month in Social Security disability and my brother earns approx $10,000 per year painting houses. They don't receive any government assistance because my mother insists that she doesn't qualify for anything. I live 4 hours away (different state) from them and feel helpless and and resentful. I am 36 yrs old recently divorced with a 16 yr old son. I just finished my bachelors degree in 2013. I finally have a good career and a little money in the bank that will quickly dwindle if I have to care for them 100%. I don't know what else to do because every single piece of advice I have given to my mom has been met with excuses and empty promises from her. My brother has no voice in any of this and just goes along with everything my mother says. So I guess I need a checklist of what I need to do to be able to force them to move into better living conditions. I have a lawyer but haven't talked to him about this issue yet or if he would even be able to help since they are in another state. Any advice is appreciated.
