? for you, is grandfathers home in the states on in PR?
& regarding his will, is going to be the situation that it was your mom that was to be the executor of abulito's estate and are the assets of his estate (like property he owns, balances on bank accounts, investments) both in the states and also in PR? If so, you really really really have to have an atty who is with a firm that has atty's who hold licenses in PR and has an office in PR as well as in the states. I'd look for a law group in FL or NY to consult with as PR property law is super sticky to deal with.

Hospice doesn't necessarily mean your mom cannot be competent enough to do whatever is needed legally. Often for those with end stage cancers on hospice are totally mentally capable although they have been determined to have less than 6 months to live….. hospice is brought in to be a way to manage pain & do palliative care for those final months/weeks. So if your mom can meet with an atty that can do work both in states & PR, that's the best thing.
Sorry for your loss. If he is to be buried in a veterans cemetery, you may find that there will be a bit of time - perhaps a couple of weeks - before he can be buried unlike a traditional burial.

Would it be too simple to suggest that 50% of the joint funds be withdrawn on your mother's behalf, and placed in a new account in her name only?
Then, of course, any income for your Mom would go to the new accounts, to be spent only for your Mom's needs.
The remaining funds can be probated, or what Igloo said.
I agree you will require an attorney for Mom.
Not an expert here, but a neighbor had this issue, but on a smaller scale financially. He could not use his own money after the joint holder died-so it was simple to just not put any more money in that account and open a new account.

Igloo my grandfather and mother are both in PR...all property and accts are in PR...a lot has happened since my grandfathers burial...a lot of sneaky things I finally got an attorney but I am afraid since I don't live there things can happen behind my back...my mother is not mental capable to make decisions and pray to God no one goes trying to get a signature from her...my mother did everything for my grandfather she sacrificed her illness to stay by his side sad but true...on the day he was buried my brother and I weren't at all acknowledged as his grandkids it was really sad like my mom was no one she didn't get the American flag nor did she get the mason ring as he was a free mason...i was really upset and didn't grieve as I should've...
