I care for my 78-year-old father who has numerous health issues. He qualifies for nothing. No social security etc. My mother still works full time to keep a roof over their heads.

Julie, the vast majority of grown children are not paid for taking care of their parent... unless the parent can pay them from their own savings.

Another option, see if your Dad can be accepted into Medicaid [different from Medicare] as some States have programs where a relative can be paid as a caregiver, note the pay will be minimal.

Need more info. Your parents aren't citizens? Your father never had a job? Even if here on a greencard, if he worked ten years having FICA taxes withheld, then he can sign up for SS. Have you tried Medicaid? Does he get Medicare? Office of the Aging?
