How to get my Dad (87) involved with non-smoking and non-drinking socialization activities which include picking him up?

I work in NYC. My Dad moved in with us about 18 mos ago. He has Medicaid, but has not claimed any benefits. He mostly sits due to pain in knees and hips. He gets most medical support from the VA as he is a WW II navy vet. I took him to the Amvets and VFW, but none of appealed to him as the are essentially bars with smoking. He is diabetic, so drinking is really out of the question. Are there any groups who do shuffle board or play cards? It would be nice to get him walking a little, but that takes a lot of encouragement. He had a mild heart attack in May and has not done much but sit since. He is on dementia medication as well, as he forgets some things...minor things. He can still showed and mostly eat by himself. He shuffles as he walks and is a bit wobbly on stairs. He holds onto doors and railings extensively. I work in NYC 3 days a week and cannot drive him around. I had heard the VA would arrange rides, but when I called the VA I was told there is no such program. The VA referred me to the Putnam County Office of the aging.
