How do I get my broke, lifetime alcoholic, felon 65-year-old brother into a care center?

He has been an alcoholic sine he was 14-15. Lived on the streets, spent several stints in jail & state prisons all over the US. He is in horrible health. Currently living with our oldest brother. Falls multiple times a day, has blackouts, has huge wounds in his arms & legs from the falls. Oldest brother still works, so when alcoholic brother is left alone, he takes a taxi to liquor store to buy whiskey, vodka, 30 pack of beer & consumes most of that within a 24 hr period. He is destroying our brothers home, breaking furniture, dishes, has bathroom accidents in his clothes, etc. We called taxi co & told them not to take any calls from alky bro, but they ignored our request. Oldest bro & I do NOT drink. Help...!!!!!
