Perhaps your grandparents forgot to make the payments, perhaps they were confused, or perhaps they didn't have the funds to make the payments. If the latter, getting the car back will still be problematic until there are funds in their assets or the family to maintain payments for the car.
It might also be that it's time to question whether or not they can afford to maintain the car, and whether or not it's time to consider other options for transportation.
But I don't know of anyone or any source that will offer funds to make current payments on a car sufficient that the back payments can be brought current. Even if there are medical issues, the alternative of not maintaining a car and insurance might be less desirable than finding alternate public transportation that isn't as costly as car maintenance is.

If you look for paratransit, point to point rides, dial-a-ride, small bus service .... those are acronyms for various types of transit that provided assistance to people who need transportation directly to a source rather than access to linehaul services. And in my area, they're quite reasonably priced.
