My friends Aunt's power of attorney is incapable. Now what?

My friends 2 aunts sign his sister power of attorny awhile ago and she is treating the wrong aunt for dementia and has her medicated up when not needed and he is concerned for there well being and doesn't help with financial well being and controls all the aunts money his sister was in a mental hospital for a year when she was 17 and is uncapable of managing there well being and finances what can he do to get acess those records and get a good lawyer to repersent him when he dont have any money
