How do I find someone that will do my mothers hair at home?

I suggest calling a few assisted living or dementia places and ask if they will tell you who comes to do hair for their clients. One of those beauticians may take on private, in home clients too. The lady who comes where my dad is, travels to a number of private small group homes in Tucson, as she took care of his hair and nails in another place he stayed for a few months.
