Financial support for disabled /elderly female. Any advice?

In need of 24 hour care in her home. Caregivers needed and ways to pay them. A diabetic 91 years old.

If she lacks the resources to self-pay, she needs to apply for medicaid, but I don't think they pay for in home care. Please don't quit your job and try to do it all yourself.
