What can she do at this point?

A distance visit may still require the assistance of staff to help arrange. If they are short-staffed and you're not the only family requesting visits, they must decide where staff is most needed, and it may not be in hosting visits at this point. Not that that isn't important, just lower in the hierarchy if they are struggling to provide care on all other medical or hygiene fronts.

Video calls is my best suggestion. Everyone is in the exact same boat here right now with the virus and not being able to visit loved ones in residential care settings.
