Dad has 2 IRA's worth a sizable amount of money but he gets money from the interest each month to help him live. When he moves in with me and my family due to care needs will these IRA's affect the type of financial help we could get from the VA?

From the VA booklet:
Countable income. Includes income from most
sources as well as from any eligible dependents.
It generally includes earnings, disability and
retirement payments, interest and dividend
payments from annuities, and net income from
farming or a business. Some expenses, such as
unreimbursed medical expenses, may reduce
your countable income.

Yes, IRA's are countable assets that have to be spent down. Not given away, mind you, but spent down by the patient for the patient.
