Does my dad need a state ID card?

My father is bedridden and living in a nursing care facility near my sister in Maryland. His last driver's license, which is soon to expire, was issued in New York, where he used to live. Does he need a new ID, or will his old one be sufficient for identification even after it expires? He is bedridden with advanced dementia. I have P.O.A. Should I apply in New York, or in Maryland?
