Many counties have several services that might help you. Call your Area Agency on Aging. They are a wonderful resource.

1.  Is there a senior center in his community?   In my area, several have arrangements with the local transit companies to use their small buses to transport seniors, although I believe there are standard routes such as to grocery stores.   However, one never knows until asking.

2.   Check with the public transit agency.    Many have small buses which are reasonable and provide point to point service other than specific routes.   They're generally adapted for handicapped people.

When I needed transportation for cataract surgery, I learned that our local transit agency's point to point service cost only $1.00 each way.  You can't beat that!

Just research "Small bus (or point to point service)", Morristown, TN.

No service will come for him if he needs assistance once he's at an event. And there's not just one person, there's 2. He may need to contact an in-home care agency to see if a companion aid can come on a certain day at a certain time on a regular basis to take them. The couple can't just call up like it's a taxi service. And if either of them have any cognitive challenges, it would be very unsafe for them to go out without a companion to help them the whole time.

You can contact his area's Agency on Aging for resources and info, or call the local Senior Center (if there is one) and ask if anyone knows of a service or person willing to help. If they are members of a church or religious organization I'd start by calling them for volunteers. The issue is he must plan well in advance to find a ride. If you know what the events are, you can help do this with him.
