My father had 2 strokes 1 1/2 years ago and is becoming more a more abusive to my mother the caregiver. He screams and yells and becomes irate with anyone he comes in contact with. She can't tell the doctor because my father won't allow it. She is a prisoner and I live out of state.

(oops - hit send too soon!) - Your sister, if she is the primary caregiver, should be the one to make the call since she is more involved in his care. (not that you can't, but it might be more helpful if she calls).

YES. HIPAA privacy laws do not allow you to RECEIVE information without your father's consent, but you CAN call the doctor and voice concerns and inform him/her of signs and symptoms that he/she should be aware of.
