Are you asking where to guy them? Or how to afford them? At 50 years old and competent, this person will need to apply for SSDI - or - maybe would medically and financially qualify for Medicaid. Contact social services for his county (Dept of Health and Human Resources / Social Services). They can come do an in-home assessment and get you a case manager.
Another resource is his local area's Agency on Aging (usually a govt organization) so may be a .gov website.
