My mother was married to my late father for 12 years. My father did a stint in the Navy during a qualifying wartime period. My mother has never received any Veteran's benefits. They divorced in the 1970s. Are there any circumstances under which my mother would qualify for Aid and Attendance, assuming she meets income qualifications (she does).

Nope. Ex spouses are not eligible for VA benefits. there are a few exceptions but they apply to long-time service members who retired from the military and all the former spouses are entitled to are base privileges, health insurance and depending on their state, part of their retirement pay.
