Parent with clinical diagnosed dementia. Son(1) has POA to financial accounts. Parent has no access to accounts. POA files parent retirement($30k/yr) taxes. Parent with Son(2). Son(2) 100% cares for parent. Question- Can son claim parent expenses as dependant?

Not usually if the parent has $30K per year in retirement. Isn't parent paying for his own care expenses from his money?

Not with retirement income like that. Look up the IRS tax code on claiming people as dependents and you will see what I mean.
