He has POA and added my sister so if something happened to him she would be POA. My mom wants my other sister to be the backup POA. What can she do?
Other info: My mother lives alone, her sister spends a lot of time there, my younger sister comes by a few times a week. My mom does everything for herself except drive.

If she is of sound mind, yes, she can change it as often as she needs. She can also revoke it, add new members, or change the type of POA she has. Your brother should not have added anyone to the POA...I am not sure if it is even legal to do that. Talk to an attorney about how to go about making the changes. Make sure that everyone knows their role in respecting her wishes.
