I've applied for an elderly waiver for him through Medicaid. We have to pay for diapers, pads, and ensure drinks for him. He suffers from electrical malfunction disorder.

Unfortunately in my state (Ohio), although there are more than a few programs for elderly and disabled, they all seem to be based upon Medicaid eligibility and without a Qualified Income Trust, we do not qualify for Medicaid. In addition, nothing I read for these programs says anything about the caregiver (me) receiving any compensation.

Your dad can certainly have a caregiver contract drawn up and pay you himself.
If he cannot afford to pay you then your state, Iowa, has a program through the dept of aging that may allow you to be his paid family caregiver—you have to contact the dept of aging to apply. If he’s applied for Medicaid, once he’s assigned an eligibility worker they will determine if he’s eligible for anything through Medicaid. Just keep in mind, pay is minimum wage, there’s no benefits and you won’t receive full time hours.
