Go to your local VA or if there is a CBOC (Community Based Outpatient Clinic) they my have one. You could call and ask if one could be sent out to you. Most areas have a Veterans Assistance Commission Office that might have a copy or be able to send one out.

And don't forget to check with any VSO in your area if all else fails. Or call your representative in congress and make him or his staff actually work for you.

This is the electronic version of the print publication. It is 74 pages long, I can imagine why you might not want to print it out yourself. I can't see any way to order a hard copy on the website, it may be that ringing your local VA contact number and asking them is quickest.
