Can I apply for the Cash & Counseling program while the Medicaid application is pending?

Hello,
My Mom is in a private pay ALF for 3 years she only receives SSA and Aid and Attendance sold her home for 70k which has been depleted she shows no assets we pay half of rent which is $30k a year. Since she shows no assets I have applied for her to be dual Medicare/Medicaid which has been pending for 5 months I don't know the average processing time for Medicaid applications? Since I am an only Child I want to apply for the Cash & Counseling program does anyone know if I can apply for this benefit while the Medicaid application is pending?

Are you sure your mom will qualify for that program? she receives SS and aid & attendance. You have to be very low income to to qualify this program. For your state I think the maximum income for a single person is $2300 a month, and the person must also requiring nursing home level care.

Thank you I wasn't aware of the $2300 cap at least it will be in place if she would need nursing care Thank you
