If you feel Mom and SD need help and are refusing it, you may want to talk to APS and ask if they can do a "well check". Explaining to them what services there r available. If they refuse help from APS, at least u will have a record of it which will help protect you.

If she refuses help, that's mom fault. It's very difficult to help someone who doesn't want it.

If you mean in a legal sense? Not unless you live with her....then you might have some custodial issues if APS got involved.

No, she is responsible for herself. I would just make sure someone has her Durable POA so when the time comes someone can make good decisions for her...it will happen, just a matter of when.
