My elderly father is having trouble cleaning up after a bowel movement. He currently benefits from a raised toilet seat with arms. I would like to try a bidet but not sure if it will work or can attach to the toilet ‘with’ a raised toilet seat. Has anyone had success with using both together? Alternatives? Thank you! He is 89 with early dementia.

The bidet seat itself can raise the height by several inches depending on the model, if you need more then one option would be to get a higher profile toilet also. There are many different options for bars around the toilet, if I was going whole hog I'd get the ones that attach to the wall on either side of the toilet tank and fold away, like these:
