In California at least, you need two proofs of residency (usually utility bills or mortgage/rent statements), SS#, and proof of identity. If he's lost everything, he'll need a copy of his birth certificate.

If they had any credit cards report that right away to the companies and freeze the accounts

3 reporting companies For the credit cards should also be notified and freeze there as well so no new applications will be processed.
Does this person have a Drivers license or a State ID? Either way report that as stolen and get a new ID or DL. There will be proof that this person will have to provide to get a DL or ID. Usually a Birth Certificate, Passport or other issued document. And a few bills with the persons address and name. The DMV website should have a list of documents that are needed and they probably have a section where you can report a lost or stolen DL or ID.
I would also file a police report just so that you have proof that the items were stolen. ( if they were lost no report would be needed).
