He has Medicare Advantage but it will not pay. He uses almost 2 packs a week and can't afford the cost.

Medicare Advantage is a health insurance and believe me, what they promise and what you receive are two different things. I don't know why Medicare allows their name to be associated with them.

Check with "in home" services. Those that provide in home care after a hospital visit and maybe Hospice too. They may get depends donated to them. I worked at a Visiting Nurse facility and we got donations all the time. Hospice tends to order over and above what a client needs and when they pass the family donated them to us.

Try Redcross and Salvation Army.
