Online, from a specialist continence care site that shows it knows what it's talking about by providing helpful advice and product comparison pages. I haven't compared prices directly, but remember you should also factor in reliable delivery and range of choice - and back when I was a private paying customer I usually did find the prices competitive.

I see I gave you basically the same answer back in September as I just wrote below. I will add a bit more.
it depends on your budget, your time, your location and your loved ones needs. Best is a relative term. Incontinence can mean a panty liner to one person and a shower curtain under a plastic coated recliner to another.

My mom preferred the ones from Sam’s Club. They were more comfortable she said around her waist. For my DH aunt, we had delivered from Costco. When she went on hospice they provided.
I know there are many choices online and I noticed that small packs were sometimes available at grocery stores. I mention these as it gives an opportunity to try out different ones w/o having to buy a large quantity that don’t work out.
