If you suspect abuse. Financial, physical, mental you should contact Adult Protective Service.

Ask what they might need help with and offer to help. If you are looking from the outside in, your perception might not be close to the full picture.

We need more info. Who is dominating Mom? Who holds POA, if anyone? Does Mom suffer from Dementia?
