Have you considered an actual cloth brief (personal thing her I do not like to call them "diapers") I purchased a bed pad from a company called Conni and they make absorbent underwear and pads that are washable. And if this is for urine only there are a lot of underwear makers that are making absorbent underwear sometimes marketed as "period" underwear but they are also designed for urine. Knix is the brand I see a lot.
