It will matter if its a service related disability. Did he/she serve during wartime? That could mean getting help thru the VA for Aid and Attendance. Make sure you have his military discharge when you make the call.
VA has a couple of programs like Veteran-directed care where you're given a monthly sum to pay for what you need. And they will cover home health agencies of their choosing.
