When a court-appointed guardian took over my StepFIL's affairs, they were very receptive to helpful input and actions when I contacted them. They are legally charged to act in the best interests of the person they guard. If they don't see you as an ally, then you won't be allowed to visit. More info would be helpful.

Have you asked the guardian if you could see her? If the guardian said no I think you have to go to court and see if you can get the judge to approve visitation.
