The area where I live, a company is building brand new construction independent living apartments for low income elders. These apartments look great but since they are for qualified low income elders, and as delightful to have those amenities, it would be impossible for the builder to also add an indoor pool/exercise room/walking track, and have areas to plant flowers/vegetables..... the builder would need to charge each apartment a huge condo fee for those amenities. The liability insurance alone would be an enormous cost. That would sadly price the low income elders out of reach of those apartments.
