My father was recently in the hospital for dehydration. Since then he gets dizzy and needs help walking. Should he be in physical therapy?

my father has COPD he had not drank or ate anything for five days. We took him to the hospital for dehydration, spent three days there. It has been two weeks. he drinks gatoraid,ensure and he eats, but he is dizzy the room spins, he needs help walking. He can hardly move his legs. Should he be in physical therapy.
