That is a good question. Many law enforcement agencies wrongly believe that financial elder abuse is "civil". Rarely are outsiders able to distinquish between a heated exchange due to behaviour or caregiver burnout, or actual abuse - which is just as heinous as child abuse. Heathcare workers are mandated reporters, but what if the elder never sees the doctor when they have bruises?
Like child abuse it is ugly and rarely understood for the devastating crime that it is. It's worth of discussion - and is important to be kept separate from those threads that seem to revolve around abusive elders - it is not the same thing.
