Are nursing homes allowed to use generic drugs for their patients to save money?

Mother was switched to Plavix which the director of nurses said was more expensive than coumadin. Can a nursing home use generics?

I found out today the nursing home physician has mother on dilantin and I have no idea why? She has never had a seizure.
