Affordable Assisted Living

Mother is 93, in independent living but in need of assisted living. As we daughters are all of retirement age and on fixed incomes ourselves, it is imperative we find housing she can afford. I have found several facilities that are affordable and will offer assistance financially if need. Problem - in 2007 she signed a mortgage on her home but not the loan that our brother took out. In 2009 the home was foreclosed. Does this count as "Divesting her Assets" and preclude her from obtaining financial assistance? Our brother insists he has no funds and does not contribute to her care - even though he is the only one working.
