Will Tennessee care send a nurse to the home and how often?

Will tn care send a nurse to the home of a parent that cannot read to give insulin to her 7 year old diebetic daughter.

Mom has a very low IQ and does not know how to count the carbs, and it does matter if she can read because you have to read to know how much to give.

Why can't the parent give insulin to their own child? It doesn't matter if they and read or not.
