My wife is co-owner on a saving account about to mature. Can she take money out of it without being penalized with Medicaid?

If the CD is an asset that belongs to her mother and the money is not given to mother or used for her care, then Medicaid will penalize her for taking out money if it occurs within 5 year lookback.
