If there is a court order than the official needs to arrest her. The judge should have issued a warrent. If he did and his order is not being carried out, then ur lawyer needs to go back to that judge.

Happy, is the court case closed or still pending?

Your profile says you are caring for someone in a nursing home, is that person your Mother, or someone else?

Was your sister on joint accounts with your Mother? Was your sister the Power of Attorney for your Mom? Does your Mom have any type of memory problems, if yes, was it noticeable back when your sister allegedly took the money? How did your sister take your Mother's land? I am surprised you have paid over $15k to charge your sister with elder abuse, is there more to this issue?
