A phone number of who oversees conditions in elder housing. How to contact someone with Denver Regional Council of Government's Area Agency on Aging OR Dept of Public Health & Environment's Standards for Hospitals & health Facilities.

The State oversees ALs even though private. As suggested, call your State Ombudsman. You can also call APS if you think the residents are being cared for.

Your telephone book should have the Depts you listed under state government.

You may want to call in an ombudsman if you have many problems, concerns, and questions specific to an elder you are POA for. If you are thinking of moving into an Assisted Living Facility it is good to put these questions to the Administrator.
As to phone numbers or contact, if you google the entities you list above you should get contact numbers for information and reporting information online.

In general Assisted Living does not have quite the same Governmental oversight nor as many rules in some states as does a Nursing Home; in Assisted Living it is more the policy and procedure of the facility that decides some of the things you mention. You should sit down with the Administrator and ask questions. Residents are generally there voluntarily, paying in fact quite large fees for care.
In the case of Rehab facilities, Skilled Nursing Facility, Nursing Homes and etc.--any facility that receives government funds for care they are often highly regulated with hard and fast rules. They are licensed carefully. And there are licensing agencies to report to.
State by state there is some variety. Do call and get what information you can from those entities you have mentioned.
