Call the local area on aging and ask if they have a list of placement specialists that can help you. They are usually paid by the facility, (don't use one that doesn't get paid by the facility) they will know if there are facilities that have Chinese speaking staff 24/7.
I would also check for board and care homes that may be owned and operated by someone that speaks Chinese.
