Mother in Law can no longer live at home without a lot of help. She qualifies for partial Medicaid, but has no assets and only social security. What's the best way to learn what options she has?

Find Care & Housing
Contact your local Area Agency on Aging for a complete list of all Home and Community-Based Services Waivers and other state programs that can provide more in-home support, like personal care. Just be aware that there are often long waitlists for these services.

If she needs 24/7 high-level medical care, a Medicaid-covered nursing home is typically the only fully-funded option, where almost all of her Social Security income would go toward her care costs

Her option is Long term care with Medicaid and her Social Security paying for her care. There is no program that will pay for 24/7 care in the home. Medicaid may give some hours but not 24/7. My cousin got 8 hrs for his Mom because he worked. Problem was they did not consider the time he needed to get to and from work which left her alone for that time.
