Since the poster's profile include a AL as her residence, I think it might be Alabama Department of Human Resources, with jurisdiction over child welfare and food stamps. I would have thought it would include elderly jurisdiction, such as what we know as APS has, but apparently not. The Food Assistance Division administers SNAP, so perhaps the daughter feels they're abusing a food stamp privilege.
