It appears in 2017 there maybe 3 tiers for the cost of medicare B. Do the higher rates of 2016 and 2017 stay the same until those held harmless catch up or are the cost averaged out so the higher premiums are reduced?

Whatever the part ab cost are (where) when you start paying...that is the cost you will pay forever. That is the deal. For those who started me I are part B before 2016....their costs do not go up...just the newbies.

The terms you use are strange, As the other poster pointed out, the legal terms you use are not applicable to this topic.

What do you mean by "those held harmless" - that's an indemnification term. I'm trying to figure out how that relates to Medicare premiums.
