What happens when an elderly person does not have the money to pay for long-term care?

This is not my situation, but I know of a person who is reaching the stage of needing assistance dressing, getting to the bathroom and she does not have the funds to pay for help. She also has no living relatives. She does have some Social Security coming in, but not nearly enough to cover expenses. Thanks for any answers.
