My mother-in-law has "escaped" three times from her care facility. What concerns should we have with placing my mother-in-law in a locked facility?

They have a three strikes you're out rule and they are now transferring her to another facility. She is on meicaid. What rights do we have in determining where she is placed? What precautions can we take to determine that she will get the best care?
