I have noticed bright yellow tape on concrete steps, along the edges. It looked very secure and like it was designed for that purpose. One of the links listed might have it. Additionally, I would think a banister to hold onto would be helpful if one is not already in place. A cane can help the person check for the edge as well. Ask for a physical or occupational therapist to do a home visit to ascertain what modifications would be helpful. The elders doctor can order this, as well as provide therapy and assess any balance issues.
There are Anti slip rough traction tape rolls that can be used on Tractors or stairs that may minimize slipping. Most come in Black but it is a real rough surface to prevent slipping. Any paint used would have to have sand or other "grit" mixed into it to do the same. Because if you used just paint it would lay on the surface of the concrete and become slick with rain, ice, snow.
