My 82 year old grandmother suffered her second stroke in July. Since then, she has been greatly affected by changes in weather. She can be having a great day, but the minute it starts raining (or on cold “dreary” days), her mood and energy plummet to the point where she does not move off of the couch. She would like to be more active, but has had difficulties adjusting to a vision impairment and these sudden changes. Does anyone else have experience with this? Any suggestions?

My suggestion would be to use a blue light for a period every day. This should be done on advice of a doctor.
