What are risks for angioplasty for my very frail 94 year old mom. She has some peripheral artery/vascul disease and a small foot ulcer?

Are you making this decision for or against on your mother's behalf?

If so, you should ask her cardiologist to explain the arguments for and against until you are satisfied you can make the best possible decision for her.

And the key question to balance your heading is "what are the risks of not carrying out an angioplasty?"
